Introducing minimum training standards for volunteer bush fire fighters in WA

The recently released State Hazard Plan – Fire 2025 marked a significant step forward in supporting fire management across Western Australia, with a particular focus on volunteer bush fire brigades (VBFBs). Published in August 2025 following a comprehensive review by the Department of Fire and Emergency Services (DFES), the plan provides a clear and practical framework for local governments to navigate their roles in prevention, preparedness, response, and recovery.

The key feature of the updated plan is the introduction of recommended minimum training standards (or equivalent) for all personnel attending fire grounds. This inclusion reflects a statewide recognition of the importance of consistent and robust training to ensure safety and effectiveness during fire incidents.

The Fire and Emergency Services Commissioner, acting as the Hazard Management Agency, has emphasised the value of these standards in supporting local governments, and fostering coordination and the ability to work together among the various controlling agencies involved in fire ground response.

Local governments, as persons conducting a business or undertaking (PCBU), are provided with clearer guidance on their responsibilities regarding volunteer brigades. The plan offers certainty by outlining an emergency management framework that highlights roles, responsibilities, and fire ground preparedness. Importantly, it recommends that all individuals attending fire grounds meet minimum training standards (or equivalent), which are accessible here or via the DFES website.

This approach respects the voluntary nature of many bush fire brigades while promoting a culture of safety and professionalism. Moreover, following these new agreed standards will support compliance with applicable legislation.
